We saw the Face of God in you face, Fran. Love endures.
And so young Stephanie told me “Tim, you know we had him with us a long time”, and she was right there, but was not near long enough.

Certainly I speak for all Members of the New Castle County Board of Adjustment in sharing our high opinion of Fran. His sunny personality and intellectual capabilities were nothing less than Perfect for his roles as Member and Vice Chairman (Emeritus). We are grateful and richer for his work and friendship.
