Francis M. “Fran” Lally, III

Francis M. “Fran” Lally, III, age 70, of Newark, DE, passed away peacefully, surrounded by his loving family on Thursday, June 15, 2023.
Born on September 19, 1952, he was a son of the late Francis M. and Lelia T. (Stewart) Lally, Jr. Fran spent his formative years growing up in New Castle, Delaware. He graduated from John Dickinson High School in 1970 and later obtained his bachelor’s in accounting from Goldey-Beacom College, where he holds a distinguished alumni title.
Fran’s career began with the L. Robert Kimball Company. He then spent 25 years working for New Castle County Government in mapping and finished as manager of the assessment division. He worked an additional 17 years for AFL-CIO AFSCME Council 81 as a labor negotiator before retiring.
Fran made friends far and wide from his involvement in churches, the Masons (St. John’s Lodge No. 2 A.F.&A.M.), the New Castle County Employees Federal Credit Union, and the Delaware Army National Guard to name a few. He never met a stranger and had a knack for making friends from all walks of life. Fran took pride in his Native heritage by advocating and lobbying for his tribe, the Sappony of Virginia and North Carolina. He loved to enjoy good food, music, and fellowship. He was a man of the Lord. Fran loved his family tremendously and gave the best hugs.
In addition to his parents, Fran was preceded in death by his infant brother, Luke; mother-in-law, Marianne Teed; and his only son, Paul “Michael” Lally. He is survived by his wife of 33 years, Georganne (Teed) Lally; daughters, Carrie Clark and Caitlin Lally; grandchildren, Hannah Lally, Paul Lally, II, and Cameron Clark; beloved brother, Mark Lally (Mary Beth); father-in-law, George Teed; sister-in-law, Barbara Gillespie; brother-in-law, Kenneth Teed; lifelong best friend, J. Dana Stant; and many, much-loved nieces, nephews, and great nieces and nephews.
A visitation for family and friends will be held from 6 pm until 8 pm on Thursday, July 6, 2023, at Spicer-Mullikin Funeral Home, 1000 North DuPont Parkway, New Castle, DE, where a masonic service will begin at 7:30 pm. A second visitation will be held from 10 am until 11 am on Friday, July 7, 2023, at the funeral home, where a funeral service will begin at 11 am. Interment will be held privately.

Awe…. I am saddened at the passing of such a kind and loving soul. When our family joined First Baptist church, years ago, he was one of those kind of people that make you feel like you’ve just arrived home. He always made it a point to come over to us and dote on our family. His love for people was felt, I’m sure, by everyone. We will cherish the time he shared his love toward our family, and are assured that he is now in the presence of our Lord and Savior, Jesus Christ. Our deepest sympathy to his family and friends that loved him and will miss him.

Georganne and Caitlin, I was so sad when you told me about Fran. I know Fred will leave his own words, because he and Fran were such great friends, but I wanted to let you know that I too will miss him, just like I miss you two, since moving back to Florida. Your family made our time in DE very special, we had many a good meal together, from just a quick bite, to a great Italian feast to wonderful Thanksgivings together. Your family will always be special to us. We cherish the time we had worshipping together at FBCDE or a few different churches. We love you and are thankful the Lord saw fit to put you in our lives. My deepest condolences to Fran’s family and friends. I’ll always remember as good and decent man he was. He was a good friend who I regret not spending more time with over the years. He and I were both degreed accountants, and of course we are a different breed.. We shared a love of both people and numbers.. I don’t think I ever heard him utter an unkind word about anyone or anything. He was amazingly stoic and accepting of life as it came to him. And I imagine he was no different about coming to its end. I’ll miss never running into my friend again. And I’ll always remember him with love and admiration…

My sincere condolences to you regarding Fran’s death. May memories of Fran’s love and better times help sooth your grief.
Diana and I were shocked to learn of Fran’s passing upon our return from visiting relatives in Minnesota and Wisconsin. Based on conversations this Spring, I new he was not well, but I didn’t realize the depth of his illnesses. The last time that I suggested that we meet for lunch, he begged off due to not feeling well enough to drive that day. I will always regret not being more aggressive in proposing some alternatives (e.g., carry out, home delivery, I’lll pick you up, etc.).
Fran Lally was one of the most talented, skilled, educated, insightful, thoughtful, and generous people that I have ever met or had the honor of working with. This applies to my association with Fran as fellow employee of New Castle County, as a fellow AFSCME leader and member, and as a fellow member of the New Castle County Delaware Employee Credit Union. Fran’s service and dedication will be long remembered and appreciated. He often put the welfare of others above his own personal welfare. And, all will remember his wit and sense of humor.
I owe much to Fran. Fran went to bat for me, many times. As a friend, I miss him already, and will always treasure his friendship.
