Justin James Baxter, age 23, of Delaware City, DE, passed away on Thursday, June 4, 2026.

Born in Newark, DE on July 10, 2002, he was a son of Nathaniel Robert Baxter and Megan Anne Philipson. Justin was a graduate of St. Georges Technical High School. While attending school, he began his career with Wilmington Tug where he worked as a deckhand. Most recently, Justin was attending and would soon graduate from the Delaware Fire Academy.

Justin enjoyed serving his community as a member of the Brandywine Hundred Fire Company. He found peace being on the water, spending his free time fishing and visiting the beach.

Justin was preceded in death by his maternal grandmother, Karen Philipson; and step-grandmother, Jenene Johnson. He is survived by his father, Nate Baxter (Cheryl); mother, Megan Philipson; stepfather, Charles Hopkins; half-siblings, Emma Hopkins and Noland Hopkins; stepsiblings, Grace Hopkins, Blake Hopkins, and Kimberly Jones; paternal grandmother, Sheila Hampton (Dale); paternal grandfather, Raymond Baxter (Rose Killian); step grandfather, Charlie Johnson; and maternal great-grandmother, Martha Irion.

A memorial service will begin at 1 pm on Saturday, June 20, 2026, at the Brandywine Hundred Fire Company, 1006 Brandywine Blvd, Wilmington, DE 19809. Please RSVP to Nate Baxter through Facebook Messenger if you will be attending.

  • Nate, Megan and Cheryl, I am so deeply sorry for the loss of Justin! We are keeping you all in our thoughts and prayers as you navigate through this difficult time! Justin was a great kid! I remember him as a rambunctious toddler then grew up to be a hardworking young man!

He had a way of making people laugh and bringing light into any room he walked into. The memories I have of him will always stay with me.
